I reckon the reacher should get 2d4 hit dice at first level for the sake of tradition. He also needs to have some ability to win surprise rolls to simulate ambush attacks.

Ooh, I like those recommendations and those can make up for the loss of the AC bonus vs. Large. I thought about still giving them that to simulate Rangers vs. Giants, but ended up thinking that Halflings should have something to distinguish them from Rangers.
I'll have to review the surprise rules in B/X again, which will take mere moments, but I'll be incorporating that into a full entry at some point in the future.
